The Hit Cricket League (HCL) Constitution sets out the core principles, rules, and structure that guide the functioning of the league. It ensures fairness, transparency, and consistency in operations, offering a clear framework for players, teams, officials, and organizers.

1. Name and Purpose

  • The league shall be known as Hit Cricket League (HCL).

  • The purpose of the league is to promote competitive cricket, encourage sportsmanship, and provide a platform for players to demonstrate their skills in a fair and organized manner.

2. Membership

  • Membership is open to all cricket teams meeting the eligibility criteria set by the league.

  • Teams must register officially and comply with all league rules.

  • Every team agrees to follow the league’s Code of Conduct and related regulations.

3. Governance

  • The league is governed by the HCL Governing Committee, which is responsible for decision-making, rule enforcement, and resolving disputes.

  • The Governing Committee includes elected officials such as the President, Secretary, Treasurer, and other members as required.

  • Committee members serve fixed terms as determined by the league.

4. League Format

  • The structure of the league, including number of teams, fixtures, and tournament format, will be announced prior to each season.

  • Formats may include round-robin, knockout, or a combination depending on participation.

  • Matches will follow the official ICC Laws of Cricket, unless otherwise specified by the league.

5. Player Eligibility and Registration

  • All players must register with their teams before the season begins.

  • Players must fulfill the age, fitness, and other eligibility requirements defined by the league.

  • Player transfers during the league require approval from the Governing Committee.

6. Code of Conduct and Discipline

  • All members must comply with the league’s Code of Conduct (see Code of Conduct policy).

  • Misconduct, cheating, or violation of rules will be reviewed by the Governing Committee.

  • Penalties may include warnings, suspensions, or removal from the league.

7. Matches and Umpiring

  • Matches will be played on the scheduled dates and venues announced.

  • Umpires appointed by the league will officiate games to ensure fairness.

  • Any disputes or appeals must be submitted in writing to the Governing Committee within the specified timeframe.

8. Prizes and Recognition

  • The league will honor winners with trophies, medals, and certificates.

  • Additional awards (such as Best Player, Best Bowler, etc.) will be announced before each season.

9. Amendments to the Constitution

  • Any changes to this Constitution require approval by the Governing Committee.

  • Members may propose amendments, which will be reviewed and communicated officially.
